The 12th International Workshop on
Computational Transportation Science (CTS) is held in Harbin, China in July,
2021. Zhixiong Luo participated the workshop and won the Best Paper Award. The title
of awarded paper is “Joint Deployment of Low Emission Zones and Electric
Vehicle Charging Stations”.
Traffic emission problems and emerging
electric vehicle technologies both attract researchers' attention. This study
focuses on the optimal joint design of charging stations and low emission zone
(LEZ) policy (a control area in which the gasoline vehicle and gasoline-mode
plug-in hybrid electric vehicle are tolled) to help manage the time and
emission costs associated with mixed-type vehicles with different power
sources. Specifically, we first propose a set of mixed-integer linear
constraints to identify a valid LEZ layout. We then develop three label-setting
algorithms to solve the routing, charging, and mode choice for gasoline
vehicles, battery electric vehicles, and plug-in hybrid electric vehicles,
considering emission tolls and recharging behaviors. We next formulate the
traffic equilibrium with mixed-type cars into a convex program. Based on the
above models, we develop a bi-level multi-objective program considering time
costs and emission cots to simultaneously design charging station deployment,
LEZ layout, and LEZ toll. Two specially designed algorithms solve the
corresponding Pareto frontier. Numerical studies demonstrate the effectiveness
of our models and algorithms and reveal some essential managerial insights.
